File? You need to patch sources and rebuild your ROM. Read CM10 port thread.

JTK (not a dev), video recording was enabled in JB just changing encoder in media_profiles.xml.
Question is: can this work also on ICS?

On ZTE Blade hardware video encoder works on ICS/JB without any changes. On other devices you need to try use different libOmxVidEnc.so. Your own from GB, from my Blade's ROM... Or yes, you can delete this lib, and still use Google's software encoder.

On LGE hardware, standard stuff from GB works on ICS, but you have to change the encoders on JB
