So is TWRP 2.6.3.1 out of date without the SELinux kernel? Do I need to update 2.6.3.1?

2.6.3.1 will allow you to flash roms properly with the proper contexts in the rom zip file. Otherwise without SELINUX you cannot set contexts in the filesystem.

I was told to Odin the TWRP 2.6.3.0. The latest version is glitchy.

Android Devices:
Toshiba Excite 7.7 (such an awesome tablet with large AMOLED screen, NO ROOT?)
Samsung Note 2
HTC One S
Galaxy Tab 2 7.0
Nexus S
HP Touchpad
