we can make it a fork of android, then play store support, alsso have ROM store, kernel store, etc...

It's a waste of resources and time. There's a perfectly fine OS called Android, it's open source too. So why create another OS? Android is fine. It lacks some features, and CyanogenMod takes care of that. We don't need a fork of Android.
