What is the best file system format option for TWRP to support both the microsd card and files over 4gb? Note I use windows 7 x64

Same, installing this zip didn't upgrade twrp, it brought back ASR. I ripped the recovery image from Adam's exploit and just flashed it in adb, and that brought twrp back.

Has anyone actually had success installing the twrp from this thread? Because as far as I can tell it is nonfunctional. My money says that these zips are flashing to the wrong /dev/block, as it's a different one than the other Note variants I believe. I'm just shooting in the dark, I haven;t had a chance to find the problem lol

What is ASR?

AFAIK this is the same version that is released with the bootloader unlock tool. I looked and verified and it flashes TWRP to p9 which matches the results of the partition listing in the other posts above.

Unfortunately, there isn't one.

It has nothing to do with Windows 7 etc., the problem is the only file format that is compatible with the flash recoveries Is FAT32 and that does not support over 4 gig files.

I went all thru this with my Galaxy 3 and a 64 gig card. I have blue-ray rips that are over 4 gigs and need NTFS, but the Galaxy phones will not read NTFS.
