Yes, extract the rar... then copy the extracted folder to the Note's 2 Internal or External memory, then apply the mods you want by flashing them via TWRP or CWM.

With the 15 Toggles, you first apply the 15 Toggles mod then the 15 Toggles theme you want...

have you seen this mod on another post? working for another rom? if so, let me know... maybe we can adapt it...
