stupid question.... we can install this right over top of Jellybeer 4.1.2 and just install the 4.2 Gapps??

I wouldn't since it has a major OS change, but you can try.

setting > lockscreen, not sure how much you can do with it tho cuz i've been using widgetlocker since gb
