Nope, GPS does not have to be on. Just have to have location access and network location enabled.

Saw this on G+ this AM and tried it out. The only thing it doesn't do is to list an agenda in the next day or two. Only shows the next 6 hours. Which is ok, but I need advanced notice on things like a birthday or appt coming up longer than 6 hours! :P I have quick agenda for that.
