If you're talking about GT-I9100, then it will be 4.0.4 from Kies. It can't be Jellybean. Post screenshots if you think you've got jellybean.

Well, I don't have the modem myself... but you can make a thread in the general section titled: "Can someone give me JVLS6 modem?". I'm sure someone will have it, and they'll post it there. The only reason I told you to flash the entire ROM is because the JVLS6 modem will work best with the ROM it is meant for, i.e. , the modem and RIL will match and you will not have battery drain. Good luck!

Can you go into the dialer and give us a screenshot of what appears when you type *#1234#?
I want to confirm you are actually using a PAK/JP CSC.

Also, leave the memory be, Android is great at managing it
