Radio 4.14 has a number of issues with support of certain kinds of SIM cards and problems receiving SMS. This has now been replaced with 4.16 which is under test. If the European build of 4.16 successfully passes testing it will be made available to yourselves, and then the general public at that stage.
Word has it (some part of) O2 has left 4.16 in favour of 4.17, and will release this after some more testing.
