Installation of evt2002web min.exe

Hello,
I tries now already various paints eMbedded the Visual Tools 3,0 - 2002 edition development environment to install.

Here the error message:
With the call of DLL register D:\Programme\Microsoft\evb\vbcedem.dll arose an error (HRESULT=800700e).

The whole runs under Windows 2000 and the Visual studio with VB is also installed.

I tries the following tries:
1.) regsvr32/u vbcedem.dll
2.) regsvr32 do not fold vbcedem.dll give also error code 0x8007007e
3.) also the installation on the C-Disk doesn't help

I've the following questions:
a) What means the error code?
b) Possibly is the SDK wrong? How does it mean, or does give it another version?
c) The MS page told, that this software is also working with Microsoft Windows 98 Second edition! The system means then, I've to update the system. In the meantime I have approx.. 30 MT sucked, in order to update my Win98SE. It is not now 100% up-to-date, but installs folds also here!
