There are two main aspects for determining if a device supports OpenGL ES 3.0 -> the Android OS version, and the Hardware
Sure Android OS 4.3 supports OpenGL ES 3.0, but some custom ROM may not.
So, could you post a screenshot of your Device Info, especially the Android version, custom or not?

It could be because I am ussing leaked 4.3 ROM from HTC, it's not an official release

They usually say it's leaked, but it's working for me now, so maybe they fixed it? I am not sure
