After installing Language Pack my device is faster ?!?

1. Sorry for my bad school english - It´s 10 years ago - but i think you will understand me....

So i´ve upgrading my device in sept. this year and it works. But i´ve problems with the speed. Today i´ve installed the german language pack.
After Soft-Reseting and see that the language work fine, i started programs. The speed at starting was 2x faster than before. I tried to call me while my mdaIII is in standby - The phone rings at second ring on my basephone. Not at third or fourth - much faster than before language pack. Is this normal, is there someone other with same behaviour. ? I don´t think this is normal. Now the device is workable - only i wish is a BT-Fix.

Hello - I´m again:

I´m very happy now - Scrolling in Contacts, File Explorer and other programs in realy good speed - pushing on green button phone programs is started quickly <0,5 second - i´ve now enabled all sounds (before update i disabled because of speed problems - now there are no speed problems. I don´t know why, and i also know this is unnormal but at my device it works.

Okay not in language pack:
german keyboard driver - (qwertz)
by canceling SMS-written the question and possible Answers(Yes/No) are in english

- Another problem i´d. When installing mms it will abort with digital signature failure - does anyone help?
