Charge the X+ from the bootloader
So this is a last resort on how to charge your device if you meet the following conditions:
can't reboot into recovery (for whatever reason)
can't flash a new recovery or boot.img onto the device due to battery being too low
No rom or a bootable one
And unable to flash RUU (need's 30%+ battery for RUU)
so here goes (and this is tested on my ATT X+ as i met the above conditions)

So you need the following script which power cycles your phone repeatedly in order to turn off your screen long enough to accept a charge. Once you reach 3.68 V, which is 10% charge, you're through the woods, so to speak, as you can then, re-unlock your bootloader.
Run the following script as a batch file while your phone is in USB fastboot mode.
Here is the script:
