Because unfortunately most carriers block Google wallet from allowing you to use the tap to pay feature because they are backing Isis.

You don't need to be rooted to get it to work now. The new sim that came with the GN3 has the required secure element for Isis to work. They have even added a new prepaid card that you use to link your checking account or debit card. They are even giving you a free $20 credit.

I just downloaded and installed it from the play store and denied root access and it said your phone has been rooted and is not supported and closed

Installed XPrivacy xposed module and blocked Shell Access for ISIS Wallet and it worked for me. I signed up for serve prepared and got $20.

I get the same message about rooted phone without xprivacy shell checked..

I assume you are rooted and tried the xprivacy trick. Have you tried completely powering off and turning back on?
