If you can get into fastboot usb mode, you should get a new unlock token to unlock the bootloader.
After that you can flash a recovery and a ROM. I don't know why your RUU failed but this should get you in a working state again.

You should also remove your serial number and imei from your post.

If you have an always-on machine and some spare bandwidth, consider running a Tor relay.

But now I can't unlock the bootloader because htc doesn't send me the mail for the Unlock_code.bin .. what should I do ?

Check your spam folder. Or ask HTC support.
You should always get the unlock code when you follow the steps and submit a valid token. You need it.

Unless you want to keep it locked and stock, which is what you were doing in the first place.

I'm sure you're not doing it wrong. If the process doesn't work, you have to ask HTC.

If i don't get it wrong you yourself locked your bootloader so you must be unlocked it before and should have at least one unlock token alredy. if you have one, you can use it again

Sorry if my english is not good enough
