Is there a way I can change my kindle fire HD lock screen picture or background photo I have a root kindle fire HD but all apps and everything else is for regular kindle or older version kindle fire HD

You can if you install a launcher. You can't change the lock screen and a background on a stock rooted tablet without a launcher.
