Maybe you have a wrong SMSC gateway. It should be updated automatically with a new sim card, but who knows... I would check that (CM guide). You would also need your carrier's number (google if you don't know).

Are you on GSM network and flashing unified ROMs?
There are no way to have SMS working on unified AOSP ROMs... For now...

I post about it ot Dhacker29 here - http://forum.xda-developers.com/show...2634978&page=4
You can add your comment to dhacker...

Now you can use next AOSP 4.4.2. ROMs (with GSM fix):
1. Vanir / Commotio
2. Validus
3. MoKee
4. BeanStalk
5. SlimKat

But you cant use unified ones - ROMs, that have "moto_msm8960" in their names.
Motorola Droid Razr M XT907 / Unlocked
ROM: Testing everything & everyday
GSM / Kyivstar / Ukraine

If you use PACman 4.2 - 4.3.1 - just flash GSM fix and you will be able to send sms on GSM network
