Exactly what are you trying to accomplish? What's your end goal? Also, you're mixing and matching hboot/firmware version numbers (2.18) and software numbers (3.18) there. Technically doing that would be an upgrade, not a downgrade:Can I downgrade from 3.18 to something like 2.18? Pls is there any hope

I have sense 5 but I read that there is now way to install boot loader or permanent root unless I am in Sense 4 (FW 3.18 or earlier). I want to install a custom ROM or at least get permanent root.

No that isn't true, you can unlock your bootloader and root while on Sense 5. What are your bootloader details please? With phone powered on
Hold the volume down button, then hold the power button (so you're holding both buttons together), the button lights will start to flash, they will stop flashing and the screen will go blank, after a couple of seconds let go of the power button but continue to hold the volume down button until you reach the white screen with text, this is your bootloader.
With phone powered off

That's because there are no tools for doing so on your firmware. Refer to my guide thread here:Hmm I tried doing so but only tools I found was Hasoon2000s tool until now. I searched for ways to unlock the boot loader but most say that I need FW3.18 to do so. But anyway here is the first five lines
