Hello. This is my first post. Currently I am using Hyperion 8 GM build. CM 10 didn't release for galaxy y, but now I have heard android kitkat supports low end devices. So is there a chance for CM 11 to be released for our phone?

Don't expect an official version for our phone. You can expect ports though and kitkat is not compatible with our phone. It requires at least 512 mb ram.

Until Broadcom decides to release the drivers for our CPUs and GPUs, CM ROMs will be bugged e.g. CM7 FM radio and Bluetooth headset (so I heard).

We don't even have a decent CM9 ROM now... why would there be CM11...
