Difference is LTE?

Ok, so I've been scouring the forums, and I think I am clear, but I am just wanting to clarify.

Is the only difference, the one causing the two roms to not be compatible, between the ATT/Telus HOX+ and the Intl. HOX+ the LTE capability?

If so, is it a completely different chip, or does it just have the LTE capabilities unlocked on it?

From what I know, LTE is not supported in Nvidia Tegra 3. However, it is available in Snapdragons. And only HOX (not plus) models which were released in America are shipped with a Snapdragon chipset.

Yea I'm curious as the att hox+ has lte I believe and the Roms are incompatible.
