Is it bad to restore sms when changing roms? Just wondering because some rom instructions prohibit this.

Sometimes restoring system apps ( such as sms) or even just their data can cause weird issues. It doesn't always happen but they just tell you not to do people don't come in to the thread complaining about some random issue that nobody can duplicate.

Restoring sms has absolutely zero impact on your system. Sms is far from a "system app" since many people use a 3rd party app anyway.

To be clear, are you referring to messages, or the sms or hangouts apps? For messages, I do it all the time. For the apps...well, what the other guys said.
