Why are there AOSP based ROMS in the ANDROID DEVELOPMENT folder? I thought this folder was for TW based roms?

Original Android Development is for projects built from the ground up and Android Development is for projects that are based off of other things... For example Liquid Smooth uses CM as its base so that's where it is now.

Omni ROM is built from the ground up so that's over in Original.

As far as TW ROMs Im not sure anyone can build one from the ground up since TW is its own thing that Samsung does and not AOSP.... someone can correct me if I'm wrong...
