Cool [Q] Technical question: pushing a custom app store into Android

Hi

I am investigating an idea and therefore I have some techical questions.

On my computer, I have Mobogenie installed. Once I connect my phone it starts "connecting phone" which in other words means installing an app into my phone.
I remember on an earlier version that I got a popup, asking me whether I want to accept (something about RSA fingerprint came up) or not, this time it didn't appear.

my questions

- why is the RSA key fingerprint popup not appearing anymore?

- can a non-google appstore function without "Unknown sources" checked?

The purpose of these questions is to investigate if there is a possibility to push a third party app store, similar to Samsung Apps which doesnt require the user to check "unknown sources"
