No "labs" quick controls in the stock browser?

Is there any way to get the pie controls that used to be under "labs" in the stock browser options for the Note 2 (and probably other devices)? I am on a ROM (Beans) that has PIE controls, but those don't integrate into the browser like the "labs" "quick controls" option used to.

If not, are there other browsers that offer this option?

Or maybe there's some way to get the 4.3 browser on the Note 2 on the Note 3...

could you post a screenshot of what you are talking about i know what pie controls are but never hear of browser specific ones

Nope, default browser doesn't have it. You gotta add the AOSP browser.
