Flash rom without sd card

Just rooted my Samsung s4 on android 4.3 and installed safe strap all is going well just need to know if I can flash and rom and module without an sd card or do I need to go buy one

You don't HAVE to have one, you can use internal memory just with the files you'll be dealing with ( TW ) you're going to be eating up around 1-2 GB of memory.
