[Q] WiFi Tethering problem (Have Subscription)

I have a Motorola DROID RAZR Maxx HD and i use wifi tethering on it alot. Sometimes, when ive had my phone in airplane mode, and then take it out, it takes a long time for the tethering to come on even when i have service. So for example, ill have my phone in airplane mode, take it out, get 4G, and it still takes up to a minute or so for the "Checking Subscription Status" box to come up.

I also have the above problem when either A) I turn the wifi tethering on and it turns on but then turns back off (Need help with that problem to) Or B) I turn my WiFi tethering off and then try to turn it back on.

I also would like to note that i use GO Power Master with the PRO Version key. I use screen off optimization, and have most of the system settings checked off so they wont turn them off, but its still slow.

So my question is, what all processes go into the WiFi tethering and how can i fix the problem. Im also unrooted.
