Default Will the AT&T Tilt/8925 have the HTC Home screen?

The HTC Home screen with the giant lcd-looking clock, and the quick access to programs, weather, contacts, ringer?

And what about finger scrolling and panning?

Yes it does. This is answered in other threads titled "Touch flo" or something similar.

I'm speaking to the AT&T version specifically.

Forgive me if I missed it, but I haven't found anything that says it will have these two features, which are present on the HTC-branded Tytn II. The screenshots on modaco.com do not show an HTC home screen, either.

Can you please confirm?

Okay,according to Paul at modaco.com the AT&T Tilt/8925

WILL have Touchflo (finger scrolling and panning) and

WILL NOT have the HTC home screen (big clock, shortcuts).

Yes just install the .cab. you can find it in the hermes area.

What about the Windows Live software? I heard that AT&T wasn't including that with their stock ROM.

Same situation. If the ATT rom doesn't include it you can download the .cab file from the hermes area or wait until it's posted here. I use several programs and add ons that the ATT rom doesn't include but it's pretty easy to just install these my self once I have the basic rom set up.
