That's called the Bootloader screen, usually a debug screen so one can load a new or previous ROM back into the device.
Go to HTC.com and select your country, then go to support and select your phone. Download the latest ROM and run it. When you run it, make sure that your phone is at this red green and blue screen, plugged into your computer and "USB" is shown at the bottom left of it. Once that's cleared, go ahead and continue the installation of the ROM, it should load up the previous, if not newer, official ROM from your cell provider or from HTC.
You'll be fine, don't worry. You're not screwed yet.
