I can't change the rom of my htc s620, Why?

I am trying to change the rom my htc s620 and sda application unlock tells me phone is not unlockable and when I use the Excalibur USPL- IDC BYPASS screen is not white and gives me the error invalidate id vendedor

i have the roger rom in the htc s620

You have to install SP_AllowCertificate first and after that SDA application...

where i find SP_AllowCertificate??
