'Bootloader mode' protection

Hey Guys,

I'am wondering if there is a possibility to protect the bootloader mode.
For example if you have installed a 'GPS tracking software' and your phone gets stolen, it's very easy to flash a new ROM on your phone and nobody is able to trace you anymore. Or if you have PDA's for your personal, and you don't want them to **** with it.
That way your phone is totally protected!

Maybe somebody is able to make a .CAB so you need to enter a password every time you enters the bootloader mode, or is it not possible to use your keyboard in that mode?

Anyway: IS THERE ANY SOLUTION
