In-call numeric keyboard problem... Is there a cab fix?

I noticed that on VP's ROM and Shap's roms they have the problem fix cooked in, but is there a way to fix that on ROM's where it's not already built in?

Unfortunately, it is my understanding that the fix has to be cooked in... This is because there is a windows file that has to be replaced, and it cannot be overwritten while in use. The file in question is the keyboard.dll (not sure of the exact file name, but it is close to that)
