Default hummmm

I don't have rom files, so want to know if this issue can be overcome without re-flashing the rom.

well the phone is wm5 which means there has to be a oem rom you can download somewhere...

you already hard reset and lost everything, so there is no way anything else can go wrong if you flash the stock rom... itll just give it the freshest hard reset and i'm guess would solve your issue... other than that, i don't think i know another way to solve ur issue...

what model do you have?

Default battery meter still locked

battery meter still locked at 71'/. even after flashing new rom.
this is quite amazing, an error occurred during update when update was about to finish
but the ppc works perfect with new rom flashed, after soft reset
still my problem persist.....
