This is "by design". In previous versions of Windows Mobile you could configure whether to close or "minimize" the program. Now the only option to close is to long tap the close button until short vibration. Most programs will close this way. Exceptions are, at least, ActiveSync and Pocket Outlook as I noticed.
By the way, I'd recommend to try WkTASK ( http://soft.photoracer.net/docs/wktask_en.html). It creates a configurable button in the top right corner of the taskbar. This button closes the programs instead of "minimizing" them by default.
Also, it creates desktop Windows-like taskbar so you can switch between non-fullscreen programs easily. I find this feature very handy for me.
