You might want to try CoolSmartPhone - it's a Windows Mobile dedicated site that I've been following for god knows how long now (it now incorporates Android, too) - they have quite a hefty download repository where members are encouraged to share themes, programs, etc. I haven't looked at the downloads section for ages now but you might find what you want there.
