Android within Android?

Just a curious point... I've seen Android running on WM through Linux... I'm just wondering if it's possible to run a 2nd Android operating system on the original? A 'phone within a phone' as it was...

I'm just curious as it would be helpful for testing new programs which look a bit shady and could protect your main phone...

Just an idea... but is it possible? Ideas?

isn't it easier to run your programs on the linux/windows emulator? you can set all the parameters needed to emulate anything you need, including incoming calls and all that.
