First, your PC needs Bluetooth drivers/software which enable Personal Area Networks (PANs). For me (Broadcom Bluetooth drivers) I right-click the B icon in my Vista tool tray and have a "Connect to Bluetooth PAN" option. YMMV ...
If you can join a Bluetooth PAN on your PC, then find Internet Sharing on the Dash, and change "PC Connection" to Bluetooth PAN."
Hit Connect on the Dash, join the PAN on the PC, and the Bluetooth software on the PC should guide you through the rest. For the first connection it should ask you click on a device (whatever the device name of your phone is) and then to type in a key on the phone to ensure you are connecting to the correct device. After that you just need to enable the connection on the phone and join the PAN from the PC.
