If you set up your Exchange manually, delete it and try automatic setup. It should download the certificate from the server. Also, don't set it up via ActiveSync; instead, do it on the phone, itself, without being tethered to a computer. If you can manually sync, then you should be able to set it to "push" emails by going to Connections > Push and selecting "As they arrive".
What is the file type? If you're trying to "execute" a program (cab) file, I don't think it'll let you - total pain in the ass on that..
Also, go into your settings
outlook > ("edit server settings" screen) > Menu > Advanced > (highlight "E-Mail") Settings > ("Download size limit") Entire Message
The error you're receiving I think has to do with the fact that you're not downloading the full email at the time of your initial sync. That's why you should set it to either push the emails (as they arrive) or set a time interval - whatever you choose, you just want to make sure that it's downloading the entire email.
