Because, you have some useful "must-have" Programs (and better and more ergonomic Skins/GUIs like Sense/Touchflo 3D/Manila/...) in the cooked ROM, and some useless programs or not so good as others programs are deleted to save more memory.
Also, many tweaks are normaly in the cooked ROMs. So the cooked ROMs are normaly faster and often more or the same stable, as original ROMs.
Also if some bugs are in the original ROMs, they are normaly deleted in the cooked Rom, or compensated through third-party-software.
Most of the above things you can do it yourself, I mean, you can go into your registry and make the tweaks, or use Schaps Advance Configuration tool for this tweaks. Install your favorite programs and tools and install a nice GUI. But after a hardreset, you must install all the things again, and you loose btw. memory space.
I recommend always a cooked rom, especially those, who are a little bit older, cause they are often more bugfree and very good tested through hundreds of users... (ok, not here in the neotouch-section...
If there is in the internet a german cooked ROM, probably I can recommend the Neotouch two of my friends, who haven't the money for the HTC HD2....
