What does "with Google" mean?

Basically Google has a set of standards a manufacturer must adhere to in order to get the approved Google device branding. You can have sense ui and blur and still have the Google logo on your device. As long as they adhere to the rules Google sets. I honestly wish the rules were a bit more strict that way we wouldn't have to run custom roms to get our phones to do what we want. Props to the rom makers!
