[Idea] Live Wallpaper based on TOD & Weather?

Would it be possible for someone to make a live wallpaper that, like the grass live wallpaper, would change based on the time and day as well as display the weather at the same time. For example if its cloudy you'd see clouds through out night and day. Same with snow, rain, etc.

I'm not a programmer, but would assume that the weather sync would be a resource hog.
It would definately kill your battery fairly quickly, as it would constantly be on.

However, I would really like the other idea of yours.
Maybe at sunset show the sun on the horizon in the East (right side of the screen), noon it would be up high in the sky and set on the left side.
HELL OF AN IDEA!!!
