question on audio programming

i want to ask what program language or API can change or program the content of audio file like mp3, wav , wam and etc. i want to write a music app which needs to analysis the audio file.

You're looking to convert audio files? Or something different entirely?

you know, for wave file format in which like data chunk , header information like sample rate , sample width , etc are included, i want to ask which language or API can modify it by programming , not some software used to convert audio format or input sound effect into the audio.

or, a simple question -->how can i make a wav file by programming?
