I just want to point out that the issue of changing ETF rates is rather confusing to most average customer service employees :P The one thing I always, always tell people when they have to call CS is: if you get an unfavorable response (within reason of course), hang up and call again. You'll get a different rep who might actually know what they're talking about. More often than not their employees have things mixed up or confused, and trying to talk sense into someone like that is more hassle than it's worth.
So if you had someone tell you your ETF is the new higher rate, and you hadn't signed a new contract since the date it went into effect, hang up and talk to a different rep. Ask for a manager, point out the date of your last contract renewal, anything. Though, keep in mind T-Mobile counts changing their plans as a contract renewal, which is... archaic, to say the least.
