Is the JVM's installation directory in your %PATH%. Typically it should be if you installed it right.

Anyways, try uninstalling and re-installing a fresh JRE download it from java.sun.com

Tried re installing it 3 times now and still get the same result the error message again, i have tried running the batch file in compatibility mode too.
