If I bought a slingbox to use strictly with my Android(BB,Iphone,whatever) device I have to pay another $30 for the software.

Outside customer on DirecTV or Comcast = tough luck
Dish Network owns Sling and why would they want to extend a technology and service (from there servers i might add) to outside customers for free?
The one time fee is to pay for bandwidth / technology research most likely to improve the app over time.
Would you rather pay $20+ a year for something similiar? (aka PlayON or Hulu Plus for $10 a month!?)
be grateful that there only doing a one time fee and not charging a yearly fee to use it
