Does anyone know if there is an evo 4g car kit that charges the phone and can be used with a silicone skin case?

It's a standard micro USB cable, so you can use any Micro-USB charger. I just picked up some cheap DC to USB converters and I use my standard cables in the car. Most cases have an opening for the charging cable.
