How about adding a wallpaper and then set it to default throw update.zip or a theme.apk and set up the theme as default? Moreover, same as launcher.apk and make it default homescreen replacement?

I'm certain that can be done but I suspect it would have to be ROM specific. I'm not sure what file in the ROM sets defaults for stuff like that but it's probably a monolithic thing like the Windows Registry where you can't replace just one or two items in it without overwriting the whole file.

Registry's not the best example, because of course you can make specific changes to it with regedit.exe, but that requires a fully running and loaded OS, which you don't have in recovery, which is where you'd be making this kind of update happen. Simply put, I doubt it can be done, at least not easily or safely.
