Default Camera Quality

I absolutely know the answer may be obvious by the order of the settings, but which camera quality setting is the highest? Fine or high?

High, and make sure resolution is also set to the top choice.

Anyone notice the outer camera lens is missing that's what supposed to keep stuff out of the camera hole?
