Default Application to see how much current is used by the phone ATM?

I had an application in my old windows phone that allowed me to see real time how much current (mA or Mw) was used by mobile phone at any moment. This would allow me to check certain things, such as whether having a specific app in the background would increase the load substantially. This app was even running when the phone was off.

Does anybody know of something similar?

what's the name of the app in windows mobile?
as i've always wanted something like that for my old HTC phone.

i'm also looking for the same for Android, the current one that is on the market, only shows you in % how much is used by each part of the phone, but doesn't give you specific numbers

in my old PalmOS phones i was able to see in details down to the dot how much power it's being used by what
