Default Does Sprint have Froyo developers?

Does Samsung provide basic Froyo for Epic to Sprint and then Sprint modifies it (by adding crapware and cripple hotspot functions) in-house for official release?

Or does Sprint request whatever to Samsung and approves what Samsung came up with?

I'm pretty sure that Verizon has its own Android developers. But I'm not sure how a smaller Sprint does it.

i think the code gets released to the carriers and then they have to tailor it to their specifications

I think the only thing Sprint really developes is the android applications like Sprint.tv and such. Other than that I am guessing Samsung does the work for the most part and Sprint will probably do a quality control check of some sort before they release it.
