Its possible att blocked it, dopes it show when your in airplane mode with wifi on?

i appreciate the link, but now with the compatibility scan, it says incompatible, even though i'm using a much older version with no problem

Edit: well, I borrowed a friend's phone and grabbed it from there, so I am all good now. attached it here if anyone else wants it
